You can find this map in a boat where you may also find the old man fishing called Brutius in the town of Morthal. They have 4 fishing spots marked on the map.

Skyrim: Anniversary Edition lets you collect fish in your very own aquarium

After constructing the hatchery, any fish from Skyrim can be added to be bred. Once a fish has been inserted, it will spawn more fish of that species over time. These fish can be gathered for use in making potions, cooking food, or selling to local traders.
A slaughterfish egg can be deposited in the Fish Hatchery at Windstad Manor to produce non-hostile slaughterfish and respawning egg nests.
